A 6.4m fibreglass boat with 3 POB reported steering problems off Whale Island.  It was operating under jury rig and intended to proceed to Whakatane but would need assistance to cross the bar. Weather conditions were good with 6nm visbility, 5-15kt NNW wind and calm seas although there was a 1m break on the bar.  At 17.32hr the boat arrived at the bar safely and anchored.  Whakatane Rescue was tasked to tow the boat over the bar and with a crew of three towed the boat over the bar to safety.
